    Essential services, agricultural value chains, and climate adaptation often fall between commercial capital and unsustainable grant funding. I structure them to be investable through blended finance, cross-subsidies, and public-private partnerships.

    Diagnostic

    A focused review of a portfolio or concept to identify opportunities for sustainable revenue, private-sector participation, and affordability mechanisms—reducing grant dependence and strengthening its potential for investment.

    Three to five days. Written findings.

    Financial and partnership structuring

    Designing viable financing and delivery models that align capital, incentives, risks, and responsibilities—combining blended finance, cross-subsidies, public-private partnerships, and market-based arrangements to achieve sustainable development outcomes.

    Partnership and capital assembly

    Building partnerships that align donors, investors, businesses, governments, and lenders around a viable transaction. This means reconciling different mandates, risk appetites, and return expectations—and translating them into a structure that all parties can support through negotiation, approval, and execution.

    Fund and facility design

    From concept to first close including the investment case, pipeline development, and structuring of the concessional layer needed to mobilize commercial capital.

    Scope

    I take opportunities from initial diagnosis through financial design, partnership alignment, and agreement—creating the structure required for investment and sustainable delivery. My focus is on making projects viable and executable, with targeted support during implementation where needed.

    Selected Structures

    Cross-subsidy for non-paying users

    Eleven commercially operated water kiosks in the Tonle Sap generate revenue from household sales. The surplus funds water delivery to eleven rural schools with no capacity to pay, replacing grant dependency with an internal transfer. The mechanism transfers to health posts, rural energy, and any essential service with a mixed customer base.

    Blended finance vehicle

    The EQUIGREEN Fund: a USD 20m vehicle for climate-resilient water and agricultural value chains in Cambodia, Indonesia and Timor Leste. Structured from concept, with an AUD 540,000 design grant from DFAT through Convergence. First close of USD 8m targeted for December 2027.

    Public-private partnership

    A partnership linking Cambodian rice producers to European buyers, via a large Cambodian SME to make a quality premium contractible rather than promised.

    Targeted subsidy inside a market system

    Sanitation delivery in which the poorest households access latrines through the commercial supply chain rather than around it.

    Gender-lens investment structures

    Monetizing gender impact in the rice value chain via W+ gender credits sold to CSR funds.

    Current Work

    Senior Programme Manager, Inclusive Green Economy and Finance — Oxfam in Cambodia. A portfolio of nine originated projects across water, agriculture, SME development and landscapes, delivered through twenty-seven partners. Funders include the European Union, KOICA, the World Bank, RVO, SIDA and the Dutch Entrepreneurs Fund.

    Standing advisory roles with ANGIN Indonesia, Mekong Inclusive Ventures, Platform Impact and Lanka Social Ventures.

    Background

    Thirteen years in New York capital markets — Citi Smith Barney, Gruntal and Co, Morgan Stanley — managing a USD 400m portfolio for pension funds, family offices and institutions.

    MSc International Development, SOAS, University of London. Then Grameen Bank, BRAC, and nine years consulting independently across Bangkok, Taipei, Seoul and Dhaka.

    Twelve years at Oxfam: regional impact investment advisor in Bangkok, private sector development advisor across ASEAN, and since 2019 leading the Inclusive Green Economy programme in Cambodia.

    Engagements typically begin with a focused diagnostic to assess feasibility, investment potential, and the case for further development.

    Structuring and capital mobilization mandates are generally undertaken through a retainer combined with a success fee linked to capital secured.
